Video Card Help Looking to get a new video card cause game won't load

I installed the game no problems and downloaded all the updates to the game. Was able to create character and run around the starting area with all my settings at the very lowest possible (my character looked like FF1 all pixilated). Got to camp bentbranch right after you leave gardinia and my toon started to really slow down movement wise, the when the crystal/merchants started to load i couldn't even move. I logged out of the game thinking I might just need to restart the game and upon logging back in i hear music and chatter but the screen just keeps saying loading and i've waiting up to 20 mins before trying to restart the game.

I'm currently using an inboard Geforce 6150Se Video Card which i know sucks but its what the tower came with. The computer itself is only about 2 years old so i know its not extremely outdated so only thing i could think of that is slowing it down is the Video Card. Am i wrong in this assumption? If i'm not wrong, what is the most inexpensive video card that i could get would play FF XIV without any problems with the settings turned back up to standard? AS well can i use a ATI card with a Nvidia MB or would it be best to stick with a Nvidia Video Card as well?

I thought i would be able to run FFXIV with my old PC at the lower resolutions, it was 2 years old and did run WOW very well (lol) the Benchmark waked me up... The card i had, Nvidia G8600 sucked so bad... and the first thing i found out was, that in order to have my GPU upgraded to play this, i needed to replace my power supply aswell, along with the processor and ram... i sold that PC and bought a new one. Check your power supply, and after that look for a GPU. Dont take any rushed decisions before you buy anithing. In the worst case scenario, you can not upgrade your pc or buy a new one, in that case do not worry to much. Waiting for the PS3 release does not seem such a bad idea, as a lot of issues are being fixed at the moment. Anyway, my advice would be, just check before expending money. A bit of patience goes a long way (not that i ever had much.... -.- and i still feel it in my wallet...)
