Jeuno was the central city for the first few expansions in FFXI. There were the 3 starting cities, and after about level 20, you moved up to Jeuno to continue leveling. (Due to a very convenient zone right under the city). It was a place that the storyline converged, and that was used as a hub for traveling to all other areas (Except Aht Urgan) due to its centralized location, and 4 airship docks.
Ishgard should fulfill a similar role in this game, though I do expect it to be slightly different.
I can understand what you mean about exploration. I usually appreciate scenery in games, but never have I had so much fun just wandering around (with the possible exception of XI when I discovered The Sanctuary of Zi'tah).
Just a few photo ops I've found near the starting areas, I'll get to some serious exploration soon.
