Am I correct that when Version 2.0 comes out that there will be another Beta testing on the software before they release it? I am confused on why they are charging for an incomplete game..

I believe that's correct. Also the reason they are charging for an incomplete game now is due to the fact that they have lost a lot of money on FFXIV. Development isn't cheap, the game "flopped", retailers slashed the games price, and now they are totally revamping the game for Version 2.00. They need to get the money back in some way.
